29 Meadowvale Rd. – Development Application

 

My office and city planning staff have recently been advised that the property known as 29 Meadowvale Rd. (north of Lawrence Ave.) has been purchased by the Conseil Scolaire de District Catholique Centre-Sud for the purposes of constructing an elementary school.

 

On February 9th a staff report was brought before Scarborough Community Council, at which time I requested a site plan control be enacted for this property.  The Site Plan review and approval process is a tool under the Planning Act used to ensure that the urban environment is developed in a convenient, safe, efficient, and aesthetically pleasing manner.

 

The previous owner was a developer that was proposing to build a subdivision consisting of 16 single family homes including a 16.5 metre wide roadway.  The lands were assembled to form a landholding for which rezoning and draft plan of subdivision applications were approved through the Ontario Municipal Board in June 2007.   The subject lands are zoned Single-Family Residential (S) and Park Zone (P), and the proposed school use is permitted under the zoning by-law.

 

My concerns on this proposal relate to the footplate of the building and ensuring that as many tree’s as possible are protected.  The site plan control will also look at issues such as building design, transportation operations including bus drop-off and pick-up areas, storm water management practices and servicing of the property.

 

Although the new owners have begun preliminary discussions with planning staff, there has been no formal application submitted to the planning department.  In the meantime, I will endeavor to keep residents updated and once an application is received I will request a public consultation meeting.  This will allow residents to review the proposal and express any possible concerns.

 

 

Roads

 

The coming of spring will also mark the start of road construction season.  In Ward 44, this will include the continuation and completion of the resurfacing of Lawrence Ave from Bennett Road to Kingston Road.  The completion of the southern end of Port Union Road and the finishing touches on the new GO parking facility will also take place in early spring.
